Nishigawa Green Road Park (Park along a canal with tree planting) was constructed in 1976 by Okayama city. In this paper, the decision process of planning on the park was investigated through the archives such as the record of the Okayama municipal assembly in 1966 to 1976 and the record on the committee on the tree planting on Okayama. These archives shows that the function of Nishigawa river as irrigation system, fire prevention and so on from Edo era would be changed to parking area in motorization, urban drainage system after the construction of sewage treatment system and the urban tree planting plan to separate motorization and human walking. The final proposal to remove the car space from Green Park was denied from the citizen around the river and changed to the plan Green Road for human and the cars. |
